I saw these strange shoots on a hedge at King's College, Auckland on Saturday. I think the hedge was a species of Camellia. Could this be caused by a fungus?

Could be infection of Exobasidium.

Hoy may be right. Are there any insects under the leaf? It could also be a gall, similar to that on Box, caused by Spanioneura buxi. Also similar to the gall on Elm, caused by Eriosoma lanuginosum. Many gall causing insects are more or less specific to certain plant hosts.
