Sick Digitalis

My   chum has a sick digitalis  - there  are  now  flowers - they  haven't  been eaten off, as  far as we  can see - there are  just  little  nubby growths which look a  bit  like  aborted  buds. Can anyone  tell us  what the  problem is that may have  caused this?
