Need help with this flower

I found this today (07/13) south of Paris growing in a heather environment with calcareous soil.  I can't really associate it with a family that I'm familiar with.  Can anyone give me a hand with the id? Sorry for the bad picture quality.

Looks like Veronica spicata from this distance.  :)

A friend in Holland sent me this picture today for identification.  She found it growing in the ditch.  I don't know it and would appreciate some help.
