Mystery Boraginaceae

I saw this in the garden of Stephanie Ferguson in Calgary, Alberta. She has no idea what it is. The plant is only 8 cm in diamter with tiny, stemless 'forget-me-nots'. Any takers as to what it might be?

I have no idea either but I wonder about a Mandragora?
Edit
.
Probably not, at that width and obviously a mature plant.
