I D needed for ?not hardy? sub-shrub

I have this nice plant in the garden , but alas no name to it. It was given to me as a Vitex, but I have my doubts...
Hopefulle somebody else knows what it is?

Tecoma capensis?

I never thought of that one Arisaema, because the plant is still young and no signs of a climbing habit till now.
Hopefully it is not as weedy as some Campsis, which in the old days also were called Tecoma.
I searched a bit and found out that if my plant is what you say, it should possibly be Tecomaria capensis??
I presume that this plant is not hardy enough to leave outside in winter??

Regarding the name, I think it depends on who you consider an authoritative source... RHS still use the old name, but I see several American sites prefer Tecomaria.

I'm not the right person to ask regarding it'sm hardiness, but I highly doubt it'd survive unprotected in teh Netherlands, and certainly not if we get another repeat of last year's winter.
