Sending seeds to non EU European countries

Hi I hope other forum members could give me some advice please, I wanted to send some seeds up to Trond in Norway, but a guy at the post office would not send them as plants was on a list of items you cannot send to Norway. I suggested that it would only be actual plants and seeds would be ok, but his mind was set. Is this right or not? Cheers John.

Plants and bulbs/bulbils you can't do but seed should be OK

Seed is okay-  you will see from this page of the Norwegian Customs Service that up to 50 packets of seed are permitted to be taken into the country  by travellers. https://norway.visahq.com/customs/

It is  plants and plant parts ( cuttings) that  are prohibited.

The various Seed Exchanges, of the SRGC, AGS and so on are all able to send seed to our Norwegian Members.

Most people sending seed anywhere label it as Seeds for Botanical Study, or   Botanical  seed samples and  no commercial value.

Thanks for your replies Maggie and martinr, I though this was the case, but the guy in the post office wouldn't listen and I wasn't going to argue with him. I'll try again at my local one on Monday.
