The  "rules"  are different for cultivars  and species descriptions -  for reasons vague and undoubtedly  arcane.
Most cultivar registrations are concerned with those cultivars  destined for the mass market.
How many of the thousands of snowdrops currently bearing names  have ever been   clearly described, particularly recently?  Not too many.
I congratulate Anne on her  breeding work and  her efforts to  diseminate notes on the results as widely as possible.

Cor, just noticed this thread, what a stunner, many congratulations Anne your breeding is so good.  I just love the unusual shape and look forward to when it is generally available.

Thanks, folks. I look forward to that too! At present I only have divisions. Although I have chipped a bulb I will have to check that the resulting youngsters are true to form before I can offer them. Another year before flowering.
I've just navigated my way through the KAVB website to the list of registered galanthus cultivars, which I hope is here: https://www.kavb.nl/zoekresultaten
A reply I had last year regarding validity of names of older cultivars not formally registered was ( I hope the registrar will not mind me repeating it here for your information) :

We have decided some time ago that all the names in the Bishop etc book are regarded as being registered. They are all-in our database, but they need correction and checking before we make them visible. By the way, one of the authors agreed to this.
Besides that we have entered also information from other books, also with permission. (KAVB has a large library)
All cultivars send directly to us and which are registered do have a proper date of registration.
Those from the books can’t be pinned down to a date, so in order to keep the information clear, we have not added a registration date. You may regard the publication date of the book, if you like, or other info on the first description.


The registrar is very helpful, and formal registration is free for breeders in the UK.
