Help needed please for unknown problem

I know I should have taken pictures the minute I saw this but I was so bemused all I could think of was getting rid of it.

The plant is Anisotome imbricata.  The problem a lump of an unknown substance, about 1cm in diameter, white, glistening, no apparent eggs inside and the stickiest thing I have ever come across.  We scraped it out using cotton buds and the end of a label and applied insecticide and fungidcide.  Today when I checked again the white substance is still there although in a much smaller quantity. I have tken pictures although they are not all that good but I do hope someone can help.

Could be where slugs have mated the previous night?
