mystery daisy bush

I need help with this daisy 'bush'. It's not Bidens as the seeds are wrong. They are pale gray with black flecks. The plant flowers from July and by now it's dormant. It has dormant buds just below soil level around the woody stem. It grows to no more than 3 feet tall.

Flowers are similar to Rudbeckia triloba.

yes except R. triloba has brown florets. The petals on my plant develope like Rudbeckias

here are the seeds just remember they are mm long and wide. I'll try and measure one now

here is how the flowers develope

I just went outside and pick an almost mature flower. They are larger in the summer.  All the flowers have a ruff of leaves/bracts 
The measurements are

petals 10mm
total width 30mm
15 petals
central florets 10mm x 10mm
scent = Chrysanthemums
