Unknown New Zealand shrub

Hello,
I took this picture in the New Zealand bed in the Stavanger Botanical Garden last summer, and need help to identify it.

The leaves are thick, about 3 mm (1/8 inch) wide and about 15 mm (5/8 inch) long. The flower 'spike' (?) is about 5 cm (2 inches) long. The bush was 1.5-2 m (5-7 feet) tall, and as wide.  By the looks of it, it has been growing there for many years, but the label is gone.

By the way, right next to it is a Hebe odora, blooming today!

Podocarpus, but I don't really know the species well enough to say (or the cultivars).

Looks like Podocarpus nivalis . Also sounds like its growth habit

I read on the internet that it needs high rainfall to grow well; it certainly has found a good home here.
