The levels of fluoride in domestic water supplies is far below any level that would do harm to people let alone plants. I don't think it has any effect good or bad.

I had a quick read of a review paper an couple of example stood out.

Silver fluoride (not used in water fluoridation), at 1mg/L used as a disinfectant had no effect on growth of wheat.

A bigger study looking at toxicity simulated an accidental of fluoride into an experimental pond. It showed that with in 24hours after the release, 99.8% of the fluoride was in the water and sediments, and the plant, algae, fish etc. contained only 0.2% of the fluoride released. At the end of the study despite exposure to high concentration of 5,000 ppm at the beginning of the release, no visible toxic effects were observed.

hope this helps

I recall a note I read about the high levels of flouride in perlite.

Any truth to that.

Not necessarily- too much fluoride can lead to  white spotted marks on human teeth.  :P
