Shipping of the plants is not allowed without a phytosanitary certificate, and this cannot be obtained unless one has a business registered plant nursery. As far as I know this rule applies everywhere.

This applies to plants. If you have interesting wild Paeonia please contact with Oleg. Everything is possible . These are not plants from nature, only grown in the nursery

Oleg Budkajev is from the  Altay and , as far as I can gather , writes about the plants of the region, leads tours and  also grown the native plants from seed.  He slalso recoomends that plants only be grown from seed -  see this article for instance :

Mr. .Olek does not sell plants. It can only be exchange . Only wild Paeonia.

Gabriela - Not just a phyto from the supplier you would first have to apply for a CFIA Permit to Import - $35  - for the country in question and supply the exporter with that permit so he has the specific phyto requirements as well as the permit number.  The last major import we did was almost a bust save for the heroic actions of a fine young woman inspector who met us at Edinburgh Airport to give us the phyto.  Then only to realize we had missed mentioning the bamboos, she sped back to the office & redid the phyto, sped back and inspected everything just as we were boarding the plane.  Not easy on the nerves.
