sprout Tropaeolum tricolore a little dry

How to germinate Tropaeolum tricolore seeds a little dry?
I rehydrated them gently in a bag, then soaked them and put them in a pot after ga3 treatment
 hot / cold ?
 in a large pot of potting soil ?

I have been wanting to sow Tropaeolum perennials for years without daring to do so and I hope I have chosen the easiest species...

we leave ours outside over winter, so I think they do like a cold period. At this time, maybe you have to wait till next year? But the GA3 may make a difference.  :-\
