I just hear that I have to pay 350€       
to a company to do the job
for letting the 200 Gladiolus bulbs (2 kilo) pass the customs 
maybe I am a little angry

Goodness me, that seems rather a lot.... and isn't 2kgs the amount of bulbs one can import in luggage!?

with phytosanitary but I think I send them back
and import them illegal with phytosanitary

When I send the material I collected in Taiwan to Holland last month I put the phyto inside the package but didn't mention that on the outside simply labeling it as "study material" thinking "if it passes without being checked I save the inspection cost by customs, if they want to inspect it, all the papers are inside to still be legal".

This way I didn't import them illegally but also wasn't bankrupt afterwards. The more items to check, the more man hours for customs, the more it costs. But 350 euro for a batch of a single item is ridiculous.... And I already thought the Dutch customs were expensive....

I see that Chronopost International is an express delivery service.
Similar to FedEx, I guess.

We have a similar problem with a company that U.S. businesses like
to use called UPS.  The U.S. exporter prepays the shipping charge but
is unaware that the recipient will be required to pay a high brokerage
fee to get the package across the international border.  Canadians
have launched two class-action lawsuits against UPS for their exorbitant
brokerage fees.

Apparently this is a problem in many countries as regulations favour
postal importation and courier services are not treated the same as
national postal services.

My parcel was send from the USA
with USPS
it arrived 27 October in Paris
then 9 November  14 days later
I got a letter from Chronopost
they need the invoice to clear the bulbs
phytosanitaire was on the outside from the parcel

later they send me an email with the phone number
