Depending on depth of water and, if it is present tributary of water. I have deep water enough and tributary of water is permanent.
 Also when lake freezes, fish are safe.

I tried for many years to keep koi outside but failed miserably. They were never happy. My pond was about 4ft deep. I now keep my koi in a depth of 6ft in a polytunnel and I also heat the water. 
Now my next challenge is to grow water lilies as beautiful as you have, Been trying to do this for twenty years and haven't had much success and time will soon be running out  ;D.
Can you tell me how deep your water is and how long a period of winter weather that you have.
Really nice pictures of your garden and its plants.

Winter takes since November in our country by March. There are lowest temperatures in February (to - 16 st. C).
 Small lake freezes on entire surface then (ice is trunks towards 3 cm). This occurs every year. I had no problem with fish because of this so far. It is key round me, that it is present permanent tributary (and drain) freshly water.
 
My small lake:

maximum depth:1.4 m
mass of water:60 m3
 natural tributary of water:80 litres/ of the hours
